Northern Ireland's strict abortion law subjects women and girls to "inhuman and degrading" treatment and discriminates against them on grounds of sex, the UK's highest court has heard.
Northern Ireland, unlike the rest of the UK, is not subject to the 1967 Abortion Act, and the procedure remains illegal except if the woman’s life is at risk, or there is a permanent or serious danger to the mother’s mental of physical health.
Following earlier legal rulings in Northern Ireland, the Supreme Court in London will focus on the law that forbids abortion in cases of fatal foetal abnormality or where the pregnancy arises through rape or incest.
Currently in Northern Ireland, anyone that carries out an unlawful abortion faces life imprisonment.
Tuesday's submissions were made by Nathalie Lieven QC at the beginning of a three-day appeal brought by the Northern Ireland Human Rights Commission (NIHRC).
Ms Lieven argued on behalf of the commission that the prohibitions also amounted to an "unjustified" breach of their personal right to autonomy.
She also read evidence from three women relating to their experiences of being unable to have an abortion in Northern Ireland, despite fatal foetal abnormalities.
Ms Lieven described their "trauma and humiliation" and said they were forced to go through "physical and mental torture".

The NIHRC, which launched judicial review proceedings in 2014, argues that the current law's effect on women contravenes their rights under the European Convention on Human Rights (ECHR).
The Belfast High Court declared in 2015 Ireland’s criminal abortion law was incompatible with Article 8 of the ECHR, the right to respect for private and family life, because of the absence of exceptions in cases of fatal foetal abnormalities and pregnancies resulting from criminal offences.
That decision was overturned by in June of this year by three of Northern Ireland's most senior judges.
The appeal judges said the law in Northern Ireland should be left to the Stormont Assembly and not judges, saying that the complex moral and religious questions behind the issue should be determined by a legislature rather than a court.
The Northern Ireland Assembly voted in February last year against legalising abortion in cases of fatal foetal abnormality and rape or incest.
A fatal foetal abnormality means doctors believe an unborn child has a terminal condition and will die in the womb or shortly after birth.
Leading the panel of seven judges, Lady Hale, along with deputy Supreme Court president Lord Mance, are being asked to make findings on two issues:
Is the current legislation incompatible with Article 8 and other articles which provide protection from torture and inhuman or degrading treatment or punishment and from discrimination, including on the ground of sex?
Does the Northern Ireland Act 1998 entitle the NIHRC to bring the proceedings under the Human Rights Act 1998 to seek a declaration of incompatibility?
The Stormont Executive's senior legal adviser, Attorney General John Larkin QC, with the Justice Department, argue that the commission does not have legal power to bring the case and says it has failed to identify an unlawful act.
In written argument before the court, Ms Lieven said both the Attorney General and the Department for Justice "are at pains to suggest there is no jurisdiction" for the Supreme Court to consider the challenge, because of the commission's "lack of standing and a failure to identify an unlawful act".
She argued: "Neither suggestion is correct."
Referring to this year's ruling in the case by appeal judges, the QC said they had placed "considerable weight on the suggestion that it was inappropriate for the courts to intervene in an issue as sensitive as the law on termination of pregnancy, preferring instead to leave the matter to the legislative process".
She added: "But this is a process which has demonstrably failed to protect women's and girls' human rights."
The NIHRC's chief commissioner, Les Allamby, said in a statement: "This case has the opportunity to bring about a real change to the law on termination of pregnancy in Northern Ireland.
"The commission took legal action as we want women and girls in Northern Ireland to have the choice of accessing a termination of pregnancy locally in circumstances of serious malformation of the foetus, rape or incest, without getting a criminal record or facing going to prison."
He added that the case was of "great significance in the UK and internationally".

A British man who is believed to have died fighting against Islamic State in Syria gave his personal insight into life on the frontlines of the fight against the terror group.
Jac Holmes, 24, died while clearing mines in Raqqa, his mother said.
He had been fighting alongside Kurdish YPG forces in Syria since 2015.
The sniper, who worked in a crew of four foreign fighters, kept his followers updated with pictures and live streams on social media.
His final post was a Facebook Live Q+A on 4 October.
Here is what he said.
Life as a volunteer fighting Islamic State
"It's hard, it's a lot of work. You can either sit around doing nothing for six months, or you can be in the s*** all the time. It's all on the Kurds, what they let you do."
He then joked: "When I finish up this Facebook Live I'm going to go to the bar, get a few drinks. Play poker with a few daesh [IS fighters], take their money."
Day to day on the front
"Typically you'll sit in a building, you're not supposed to leave, and you'll sit there all day and all night, doing guard, waiting for daesh to attack you, but if daesh choose not to attack you'll just be sat there doing nothing, eating, sleeping.
"There'll be airstrikes going on in various places around you, most of the day, mortars. You can't stand in windows and look around because you'll get shot by a sniper probably.
"So basically if you're lucky daesh will attack you. If you're unlucky nothing will happen and you'll sit there hungry, bored, and tired."
Why he volunteered
"Because I was sick of seeing what was going on in Syria, and western nations not doing enough to help, and that nobody knew what was going on here, and nobody gave a s***.
"So I decided I was going to come over here and fight myself, because, it's as much as I could do for the situation.
"There isn't a lot you can do from back home. I know you can raise money and send aid and raise awareness but that's not me. People who do that are great. But I can't do that kind of stuff, I wanted to come and fight."

Fighting Islamic State fighters
"ISIS are very well trained and the majority are very experienced. The morons you see in the videos and that is not your average ISIS fighter. Your average ISIS fighter is smart, well trained, well experienced, and they're f****** crazy."
He adds this on their tactics for repelling the YPG advances: "Generally they set up a whole row of mines on a street and all the buildings, then they pull back 200 metres, set up snipers, and guys on guard, and they let us basically walk into the mines while trying to shoot us to slow our advance."
A close call
Holmes recalls a time they came under attack from IS and were stuck upstairs in a building with IS fighters downstairs trying to smoke them out by setting a fire.
"I threw one of the suicide belts that I took in the morning off a dead daesh from a few days before, out of the window onto the street and then after seeing how awesome the explosion was I threw the other one down the stairs and - massive explosion - blew a load of dust up, we were choking, blind for around 10 minutes, but pretty sure they f***** off after that, because there was nothing after that and the fire went out."
His equipment
He says he has an M16-A4 with a silencer and scope. The YGP used to give people whatever weapon they wanted, he added, but it is no longer like that because a lot more foreigners have turned up.

On joining the YPG
He tells anyone who wants to help to get in touch with the YPG, adding he can't help anyone to join himself. They will find out how, if they really want to help, he adds.
"Tours are as long as you want, but minimum of six months."

"Dying? I don't know. Mines, snipers, the fact there's so many buildings you don't know where people are."
Keeping occupied when not fighting
"Eating sleeping, reading, I don't read a lot my self. Cleaning your weapon, yourself and you clothes, smoking cigarettes, talking s***."
On how many friends he has lost in the fight
"200 at least. Can't remember."
On his family missing him
"They are in England, and I'll see them when I get back," he said, adding they will probably feel "pretty happy" when he's not in Syria anymore.
The most revealing statement made today was a tweet by Jean-Claude Juncker's chief of staff, the German lawyer Martin Selmayr, that he and Juncker have “no interest in weakening PM”.

A new charge for the most-polluting vehicles comes into effect today, with those entering central London facing a daily payment of £21.50.
Those driving older, more polluting petrol and the dirtiest diesel vehicles will pay the new T-Charge of £10 plus the Congestion Charge (C-Charge) of £11.50.
The Mayor of London Sadiq Khan said the move was a "major milestone" in tackling the thousands of early deaths caused by London's "lethal air".
The charge is applicable to Pre-Euro 4 vehicles every weekday between 7am-6pm.
These are typically vehicles registered before 2006, but Transport for London suggests anyone who has a vehicle registered before 2008 should check to see if it is eligible for the charge.

An English woman has died and four other people have been injured in a boat accident on the River Rhone in southern France.
The woman, who was in her 20s, was ejected overboard when the boat
struck a warning beacon overnight on the river in the city of Avignon,
an official said.
The four others injured were also on the boat and two of them are in serious condition.
An investigation has been opened to determine the cause of the accident.
The official said the boat was travelling from the island of
Barthelasse, where the victim had dinner with friends at a restaurant,
to Avignon. Barthelasse is France's largest river island.

A British man has been sentenced to three months in prison in Dubai for touching a man's hip in a bar, according to campaigners.
Jamie Harron, from Stirling, was arrested in July over the incident
in which he said he put his hand on a man's hip to avoid spilling a
drink in a crowded bar.
The 27-year-old electrician had been working in Afghanistan and was
on a two-day stopover in the United Arab Emirates at the time.
After his arrest for public indecency he lost his job and was told he could have faced up to three years in jail.
Campaign group Detained in Dubai (DiD) said he was sentenced to three
months imprisonment at court on Sunday but lawyers plan to appeal.
The group said Mr Harron is "angry, disappointed, and dreads what may happen next".
He is not currently in custody while the appeal is considered, DiD chief executive Radha Stirling said.
Mr Harron has already been sentenced in absentia to 30 days in prison
for failing to appear at a court hearing for making a rude gesture and
drinking alcohol during the same July incident.
DiD said the 27-year-old was not told about the court date in advance and that sentence is also being appealed against.
In relation to the alleged public indecency charge, Mr Harron is said
to have been holding a drink, moving through a crowded bar and held a
hand in front of him to avoid spilling it on himself or others. He then
''touched a man on his hip to avoid impact''.
He was initially jailed for five days and then released on bail with his passport confiscated.
Ms Stirling said: "Now Jamie has been sentenced to three months;
there is no telling whether a judgement on appeal will be better or
worse.
A gunman who held two members of staff hostage at a bowling alley
in Nuneaton has been arrested and the two employees are believed to be
unharmed, Chris Clegg, operations director of MFA Bowl, said
The man took two members of staff at MFA Bowl, at Bermuda Park,
hostage on Sunday afternoon at around 3pm. The hostages were freed
following the police intervention.
Armed police entered the premises at 6.30pm in order to resolve the situation.
A number of flashes and bangs were seen an heard as police moved into the bowling alley.
Chief Superintendent Alex Franklin-Smith said: "We would like to
thank local people for their patience and co-operation while officers
dealt with this incident.
"We are pleased that we were able to bring this incident to a peaceful resolution and that there were no injuries."

A man entered the bowling alley with a sawn-off shotgun, an eyewitness told ITV News.

Chris Turner told ITV News: "The guy literally ran up to the door
with a shotgun in his hand, opened the door, told me to 'get the f-ing
hell out of there' and then he threatened everyone else around, telling
them 'haven't I already told you to f-off?'. At that point then, I knew
it was serious, so I ran into the soft play area, picked up the kids and
actually got out of the area.
"Obviously he was angry, he'd obviously told people to stay away from the area and was clearly angry people were walking past."
Mr Afshar said the gunman is believed to be a former partner of a member of bowling alley staff.
Officers attended the retail park and a number of roads in the
vicinity were blocked. Warwickshire police confirmed the incident was
not terrorism-related.

Women who give birth in winter or spring are less likely to suffer
the "baby blues" than at other times of the year, a study has shown.
Having a longer pregnancy also reduced the risk of suffering from post-natal depression, doctors in the US found.
But not having an epidural during delivery was found to increase the risk, according to researchers.
A team at Brigham & Women's Hospital in Boston reviewed the
medical records of 20,169 women who delivered babies between June 2015
and August 2017. Of the total, 817 (4.1%) suffered from post-natal
depression.
Symptoms include sadness, restlessness, and lack of concentration.
The condition typically arises from a combination of hormonal changes, psychological adjustments to motherhood and fatigue.
Dr Jie Zhou said: "We wanted to find out whether there are certain
factors influencing the risk of developing postpartum depression that
may be avoided to improve women's health both physically and mentally."
Why giving birth in winter or spring should have a positive effect is
not known but could be linked to the "seasonal enjoyment of indoor
activities mothers experience with newborns", said the researchers.
Caucasian women were less likely to experience post-natal depression
than women of other races, the research showed. Delivery mode had no
effect.

We all live in one country or other and our birth makes us the citizen of that country. Our country gives us identity and in turn, it is our responsibility to be a good citizen. There are some responsibilities of the good citizen that every person must follow. These responsibilities dont only improve our surroundings but also give inner peace.
A good citizen is the one who is helpful and broad minded. He stays calm and doesn't make life of others harder. It is the responsibility of every person to keep its area clean, so a good citizen never throws trash on the streets. He helps others in every way possible. He remains nice and fair to his neighbors. A good citizen is not a mischief maker.
The thing that makes any person a good citizen is its sense of ownership for the country. He doesn't waste electricity and water; he only uses the amount necessary for him and leaves the rest to use by others. He never damages any public property and also stops other to harm any of the national structure. Good citizen is the one who abides by all the rules and laws of the country. He pays tax and also uses his right when its time to vote.
Everyone has a duty to be a responsible citizen. But unfortunately, not everyone takes this responsibility seriously. There are plenty of people the world over who do not know what being a responsible citizen means and these the people who destroy our communities are. For being a responsible citizen results in a happy and harmonious community if everyone else does the same.
Being a responsible citizen covers many areas some of them legal obligations, some social and some moral. So of course, because not all of them are legal obligations, being a responsible citizen is not as easy as staying within the law. In fact, to be a truly responsible citizen, we sometimes must go out of our way to do things which help our society give a little of our time and effort for the greater good.
Legal Obligations
No one can be a responsible citizen without staying within the law. It is as simple as that. Criminals, by their very nature, are not behaving as responsible citizens. Laws exist to protect citizens, the communities they live in and their property. So to be a responsible citizen, we must respect these laws and abide by them. Harming others or others property does not equate to being a good citizen.
Social Obligations
Social obligations really form the bulk of being a responsible citizen and what this means. To be a responsible citizen, we should help our communities and those who live in them. So, being a responsible citizen can encompass things such as volunteering.
Volunteering, the third sector, is worth billions to our economy and even more to those who are helped by volunteering. But in the interests of being a responsible citizen, this could include smaller things too. So, volunteering for the Samaritans is a noble job to do and one which is certainly needed. But the elderly lady who lives alone may need someone to do her shopping and this demonstrates responsible citizenship just as much as volunteering in an organisation.
Other social obligations of being a good citizen can include things such as helping local businesses. This may means buying the meat for Sunday dinner from a local butcher rather than a supermarket, or using a small local bookstore rather than the internet. Being a responsible citizen also means being involved in our communities. This may be demonstrated by being on the school parent teacher association or the village hall committee. It may be as simple as attending events organised by these people.
Moral Obligations
Moral obligations of being a responsible citizen are harder to pin down because different people have different moral codes. But one place we can all start is in helping the environment.
The environmental problems society is facing are of our own making and we all have a moral obligation to do what we can to change this. So by living as environmentally friendly life as possible, we can help fulfil our moral obligations of being a responsible citizen. Taking recyclables to be recycled and using a compost bin are two easy ways and there are many more.
And they can be linked in with other obligations. For example, if you have a compose bin but no plants to use the compost on, you could give it to people who have plants but live alone, making them less likely to generate a huge amount of compost themselves.
Being a responsible citizen should not be a hard thing but it should be something which occasionally requires a little extra effort. This is because being a responsible citizen is, at its core, about being a less selfish person, and putting the needs of society before your own needs. It does not means you have to sacrifice all your free time to volunteer or help others, but it does means taking a little time to think about the impact of your actions on others.

A man and a woman have been charged with murder after a badly burned body was found in the back garden of a house in south-west London, the Metropolitan Police said.
Ouissem Medouni, 40, and Sabrina Kouider, 34, both of Pulborough Road, Wandsworth, are due before magistrates in Wimbledon on Friday.
Detectives said the body was so badly burned they have yet to establish its gender or age.
It was discovered at the house on Wimbledon Park Road on Wednesday evening after officers were called to reports of a fire

Baraza la Taifa la Elimu ya Ufundi (NACTE) linapenda kufahamisha umma kuwa baada ya kukamilika kwa awamu ya kwanza ya Udahili, awamu ya pili imefunguliwa kuanzia tarehe 18 Septemba, 2017 hadi tarehe 1 Octoba, 2017 kwa vyuo vyote ambavyo bado vina nafasi wazi za udahili.
Hivyo wahitimu wote wa Elimu ya Sekondari wenye sifa za kujiunga na programu za Astashahada na Stashahada, walioomba na hawakufanikiwa kupata nafasi katika awamu ya kwanza na wale ambao hawajaomba hadi Udahili ulipofungwa tarehe 20 Agosti, 2017 watume maombi ya Udahili kwenye vyuo vya serikali na binafsi.
Kwa wanaotaka kuomba vyuo vya Serikali/Umma kwa fani za Ualimu na Afya watume maombi yao kwa njia ya mtandao kupitia tovuti ya Baraza www.nacte.go.tz kwa kubonyeza kitufe cha Apply online (SAVS)kama ilivyokuwa awali. Kwa wale ambao wamekweisha fanya maombi kwenye mfumo na hawakuchaguliwa wanaweza kubadili machaguo yao kwa kurekebisha programu walizo chaguo au kada kwa kutumia kurasa (Profile) binafsi zao.
Baraza linatoa taarifa kuwa vyuo na kozi zilizodahili wanafunzi wa kutosha hazitaonekana tena wakati wa maombi ya awamu hii ya pili. Baraza linapenda kutoa rai kwa waombaji kuwa wafanye maombi yao mapema ili kuondoa usumbufu unaoweza kujitokeza katika dakika za mwisho za kufunga dirisha la Uhakiki.
